>> the president said that right now senate democratic leader harry reid and senate republican leader mitch mcconnel are working on a deal. he meet with them along with house speaker john boehner and house democratic leader nancy pelosi.at the white house for about an hour today. he said the meeting was good and constructive. but expressed his frustration for the american people with waiting until stories... >> america wonders why you cannot get things done in this town in an organized timetable. why does everything have to wait until the last minute? now, we are at the last minute. the american people are not going to have many patients for a self-inflicted wound to our economy. >> reporter: coming up at

5:30 we'll have more from the president. and our political analyst michael yaki will give us his take on today's developments. >> catherine: there's rain on the way this holiday weekend. this is a live look from our camera on mount tam. and a look at downtown san francisco. i'm here in the weather center with jacqueline bennet -- where is the wet weather? >> jacqueline: we are still getting some return on the radar but it is still too dry for the rain to hit the ground. it will be moving and later. as we see this offshore and wider on the satellite & radar toward the tail end of this system is approaching the coast. it is just to the west of eureka. we can see this right. it will take a dive towards the south. but we could get some of this rainfall overnight. here is a lock on futurecast. the san mateo coastline, and-look on futurecast. with santa

rosa, and san rafeal. it is going and coming back over the san mateo coast towards the coast. by ted o'clock, still showers in the north bay. and towards the east bay the showers will continue early saturday morning timing it out, coming up. >> catherine: it was almost 5 months ago when a pipe broke at chevron's richmond refinery. it sent a huge fireball in the air and thousands of people went to local hospitals. there have been investigations - and chevron, meantime has been trying to get permits we're now learning that chevron 'has' obtained those permits. kron 4's dan kerman joins us now.with details. dan - that rebuilding plan generated quite a bit of controversy? >> reporter: it did catherine. it was all about the type of pipe that would be used to replace the one that ruptured.

the concern here is what would be best to prevent corosion which is believed to be the cause of august's pipe failure. chevron proposed using a 9- percent chromium steel pipe. but the chemical safety board questioned why they were not using stainless steel with 18% chromium..which they believed was the industry standard. the city hired outside experts who ultimately concluded 9 chrome provides an "inherently safer design" with that the city of richmond went ahead and issued permits for the repair of crude unit 4. the chemical safety board said "we will not endorse or object to that decision" city councilman tom butt said he believes chevron "covered all their bases" and says ultimately no pipe will last forever which is why they must be "rigorously inspected on a regular basis." and catherine chevron says it is pleased the permits have been issued so they can proceed with the repairs. and get back to full production the lot of this is happening right around the christmas holiday. not with just a

bang but with a whimper. >> catherine: so dan how long do we think these repairs will take? >> the okay. is there right now but they're hoping to get this done and the first quarter. chevron has said they hope to have repairs completed in the first quarter of next year, which means by april >> catherine: they two, dan. thank you -- and three people were killed in oakland overnight - as crime in that city soars. there have been 130 homicides in oakland so far - which is more than all of 20-11. tonight - grant lodes is standing by - with more on how the homicide numbers compare to other big cities. but first - j-r stone is here with more on the oakland violence. >> reporter: just yesterday the oakland chief of police and. jean quan spoke about the initiatives. to address the crime but here we go again. this morning, there were two men aboard gunned down shot multiple times at

point-blank. these two men -- were gunned down at this region that is known for gun and drug violence. also, there were spacewoman that was found with a stab wounds and a man had a stab marks on his hands. we are going to deal with this crime scene that is escalating. and there are major challenges and oakland were all eyes are on the police department. >> we are going to try to help with these troubles .... it is the lack of confidence on the part of the public that the police department is not capable of dealing with the escalating crime. in an effort to retain that confidence.. i

visited oakland to assess the situation. the situation today reminds me of what we faced but a bit worse. we will e more on that at 6:00 p.m. today are stone, kron 4 news. >> j. r. stone, kron 4 news. >> now we'll break down the numbers.and you can see how oakland's 20-12 homicides compare to other big cities. oakland has about 400- thousand residents. it's seen 130 murders.most in five years. one of every three-thousand people were killed in oakland this year. san francisco's population is about 812-thousand. has seen 67 murders.that's up 34 percent from last year. so one in every 12-thousand people were murdered this year in san franisco. and san jose has nearly 1 million people. 45 murders this year,,,most since 1991. one in every 21,500 people were killed in san jose.

all three bay area cities saw homicides increase this year compared to 2011. for comparison we'll widen the view. chicaco has 2.7 million people.and 499 murders this year.that's one in every 54-hundred people being murdered. and new york city's murder rate is at an all time low. 8.2 million people in the big apple. 414 homicides. one in every 20-thousand people were killed in new york city. >> catherine: there are new charges tonight in a brutal home invasion crime in san francisco december 9th. a man was killed - and a woman beaten. prosecutors say 6 people - including catherine uong - also known as "killer" - forced themselves into the victims home. shooting the man and leaving the woman for dead. the defendants are set to appear in court in january. a law aimed at

>> catherine: bad news today - for families trying to adopt children from russia. president vladimir putin has signed a law banning adoptions by u-s parents. russia is retaliating against a u.s. law that imposes sanctions on russians who are found to be human rights violators. about 50 u.s. families were in the process of adopting children. the head of a bay area agency says it's not dealing with any local clients at the moment. but it's devastating news to others across the country.

eve is really not looking at that. even though the radar is picking up some returns we could see some light sprinkles. but it is still fairly dry. the rain is not going to hit the ground. this is only showing up on the rare but not making landfall. as we take a look at the radar, this precipitation is only showing up on the -- radar-- but not making r landfall. it is mainly offshore but pressing towards the coast. the core of the storm, as i mentioned is going to be diving down along the coast. not much spotty shower activity with clearer conditions. tonight, the rainfall will continue and it will taper off in the afternoon. clearing.

killed and three people injured when a police chase ended in a crash in east oakland chp offers were pulling over the driver of a b-m-w for speeding. they say the driver sped away when they got out of the car. the bmw crashed into another car nearby - which was carrying 5 people. the victims were in that car. the bmw driver ran away but was found and arrested a short time later. his passenger. there are new charges tonight in a brutal home invasion crime that happened december 9th in san francisco a man was killed - and a woman beaten. prosecutors say 6 people - including catherine uong - also known as "killer" - forced themselves into the victims home. shooting the man and leaving the woman for dead. the defendants are set to appear in court in january. as a dan kerman tells us chevron is going to be able to use a pipe that is created controversy the

has the details. cars and streetcars will be free until 5 a.m. back into service. this new year's eve, many of the bay area's transit agencies are offering extended and in some cases free service. >> reporter: bart is going to extend train service until 3am on new years day. they will also be running additional trains into and out of san francisco to accommodate new years eve crowds. if you want to ride muni, service will be free between 8pm new years eve and 6am new years day. muni will also be offering extended metro service and added owl service on several routes. caltrans will be offering free rides after 11pm through the end of service. they will also be running four extra trains out of san help people get home, the last one will leave at 2:15am or whenever it's full. samtrans will also be offering free rides between 11pm and 2am in the east bay ac transit, will be offering extened service on the broadway shuttle, or "free b". the shuttle will run from 7pm to 1am on new years eve. in the south bay, vta will be offering free service on all light rail and bus lines from 7:00 p.m. monday evening through 3:59 a.m. tuesday morning. they'll also have extended service on several routes. golden gate transit will be running it's normal bus schedule on monday and it's ferries will be on the holiday schedule. and finally, san francisco

in national news. three new jersey police officers are in the hospital tonight after being shot by a man in their own station. it happened this morning in the philadelphia suburb of gloucester township. officers say the man - a suspect in a domestic violence case - grabbed an officer's gun. he shot the woman officer - and then shot two officers who came to help. the man was shot and killed. the wounded officers are new york city police looking for the woman they say shoved a man in front of an oncoming subway train last night. the man was killed. they've released surveillance video of a woman running away from the station in queens. witness say she was mumbling to herself on the platform. then got up from a bench - and suddenly pushed the man onto the tracks. it's the second time this month someone has been killed by being shoved in front of a train.

a 24-year-old woman is now being charged in the christmas eve ambush of two volunteer firefighters in upstate new york. dawn new-when is accused of making a false statement and falsifying a business record. prosecutors say the charges are tied to the purchase of the semi-automatic rifle and shotgun william spengler had - when he opened fire on the firefighters.killing two of them and injuring two others. spengler then killed himself.
